U.S. Senator Ted Cruz (R-Texas), Chairman of the Senate Commerce Committee, introduced the Strengthening Artificial intelligence Normalization and Diffusion By Oversight and eXperimentation (SANDBOX) Act on September 10, 2025. The bill would establish a federal "regulatory sandbox" to allow AI developers to test new technologies with temporary waivers from some existing federal rules.
